The other day, Zhengzhou Municipal Government issued the Notice of Zhengzhou Municipality on Further Improving the Implementation Plan for Urban Fine Management(hereinafter referred to as the Notice). Such a Zhengzhou is quite worthy of anticipation.

Fit for the future population size of 15 million – 20 million

Road construction is a topic that Zhengzhou people most concern. According to the Notice, objectives of “two priorities, two separations, two connections and one addition” will be achieved in sequence in three years to meet the needs of a population size of 15 million – 20 million in the future.

关注的话题之一。《通知》提出，要着眼未来1500万～2000万人口规模需要，用3年的时间实现“两个优先、两个分离、两个贯通、一个增加”的序化目标。

In regard to the municipal roads administration and maintenance, the focus is put on implementing fine management on barrier-free facilities of sidewalks through “
all-in-one pole” and scientific integration of traditional facilities including traffic lights, sign boards, monitors, variable message signs, road name plates, and 5G MicroStation. In addition, by 2021, the 600km range around the urban area will be equipped with underground network cable.

In December 2018, Zhengzhou was granted the title of “National Demonstration City for Public Transportation Urban Construction” by the Ministry of Communications. From then on, Zhengzhou has vigorously optimized the public transport road network, and has adjusted 51 bus lines and opened 22 new lines in total to coordinate with the opening of Metro Line 5 and Metro Line 14, effectively facilitating the connection of bus and metro systems as well as the travel of Zhengzhou citizens. According to the big data analysis, the average daily passenger flow of public transport was 3.91 million in November 2019, up 0.59 million YoY.

As specified by the Notice, the nightscape lighting of major roads, rivers and canals, vicinity of parks and urban buildings of the city shall be continually improved. Specifically, it requires lighting improvement on “one ring, ten transverse and ten lengthwise” demonstration roads and buildings on both sides, and Jinshui River, Dongfeng Canal, Jialu River, Dragon Lake, Longzi Lake and Xiliu Lake, especially setting up landscape lighting facilities for bridges, green space and structures on both banks; urban night scenes that are in harmony with the connotative functions for Botanical Garden, People’s Park, Bishagang Park and other public leisure places shall be constructed; nightscape lighting in special cultural areas along main trunk roads and important nodes shall be effectuated, so as to create fabulous night tour routes that integrate “business, entertainment, culture, and environment” and will boost the night-scene economy with Zhengzhou characteristics.
《通知》要求，继续提升城市重点道路、河渠、公园周边夜景照明效果，推进建筑楼体夜景亮化工程建设。对 “一环十横十纵”示范道路及两侧建筑楼体进行景观亮化提升；对金水河、东风渠、贾鲁河、龙湖、龙子湖、西流湖等河道湖泊进行夜景亮化，重点对桥梁、两岸绿地及建筑设置景观照明设施；对市植物园、人民公园、碧沙岗公园等群众休闲活动场所建设与其内涵功能相协调的城市夜景；在城市主要干道和重要节点，对文化片区进行夜景亮化，做到照明出色、出彩，打造出集“商业、娱乐、文化、环境”于一体的夜游路线，创造出有郑州特色的夜色经济。

According to the Notice, high-quality greening project shall be accelerated to promote Zhengzhou into the “green capital” in 3 years, with emphasis on the belt along urban roads, railways, highways, expressways, and rivers. The road greening shall be under deliberate governance and maintenance and the irrigation facilities in the roadside flower beds shall be completed to ensure lush vegetation with no exposed loess or deadwood, dead leaves and dead seedlings inside the green belts, forming featured and outstanding streetscape; each sidewalk tree shall be imbedded with a chip, which is used to establish a big data base to protect these trees as they were cultural treasures. Walls of parks shall be properly demolished to increase greening accessibility on the streets for social sharing.
《通知》提出，要以市区道路、铁路、高速路、快速路、河道沿线为重点，高质量推进绿化覆盖，用3年的时间使郑州由 “绿城”变为“绿都”。要实现道路绿化管养，完善道路花坛内的灌溉设施，做到绿化带内无黄土裸露、无枯枝枯叶、无死株死苗、无缺株断垄，打造特色鲜明、景观突出的靓丽街景；为每棵行道树植入芯片，建立行道树大数据库，像保护文物一样保护好每棵树木。积极实施拆墙透绿，增加街道景观绿化，实现社会共享。

To reach green landscape every 300 meters and a park every 500 meters, and to strive for higher green coverage, higher quality and higher grade, an overall greening project is planned and implemented, that is, expanding existing green space through replacing illegal work with greening design and increasing green in every usable room. Furthermore, pocket parks, micro-landscape and street gardens will be constructed, and walls of all parks will be demolished to share the green, which will fully enhance quality of greenery landscape of the city. All these moves will help create a beautiful and livable environment boasting unique street scenery, flowery view three seasons a year and evergreen trees.

From a sandy city to a green city and finally a green capital
从“沙城”到“绿城”再到“绿都”
Before the People’s Republic of China was founded, Zhengzhou was called a “city of sand”. After years of landscaping construction, in 1985, Zhengzhou won the honorable title of “Green City” for its leading ranking among large and medium-sized cities in China in term of green coverage ratio published by the State Council.
中华人民共和国成立前，郑州曾被称为“风沙之城”。经过长久的园林绿化建设，1985年，郑州因绿化覆盖率位居国务院公布的全国大中城市前列，赢得了“绿城”美誉。

“Roads meander in woods and woods grow in the city.
