“英语阅读”就是“英语思维”训练：pay tributes to什么意思？
“阅读”下面这段简短简单的英语，如果你说“我读懂了”，而且是“用”（学过的已知的）英语“读懂”的，那么，至少说明你熟练完成了两个基本操作。我们一起看一下。

中国人学英语说白了就是学好英语的三样东西：音形义，而且它们都必须是“英语的”，也就是“会发音”，“记字形”，“会用英语理解和记忆英语意思”。其它的都是浮云。
legistlature首先要会读，会发音（哪怕不够标准），然后“记字形”：leg-islature（有点押韵地拼读），一直读到“声音视觉化”为止。
完成前面两个步骤，剩下就是“义”了，也就是，一会用上面学过的已知的英语congress，而是会用“英语思维”基本句型：If you say blablabla,you mean blablabla.

学习短语pay tributes to是必须查英英字典的，而且还要熟练运用，这些都是训练和提高英语的重要内容，哪有直接把“汉语”买拿来就“翻译”的？
