After four rounds of negotiations, little progress has been made between Russia and Ukraine. On March 17 Turkish President Recep Tayyip Erdogan spoke with Russian President Vladimir Putin by phone and again proposed that Putin and Ukrainian President Zelenski come to Turkey for a meeting. Meanwhile the White House and NATO continue to take a firm negative stance on the matter of establishing a no-fly zone in Ukraine. British scholar Martin Jacques told CGTN's Tian Wei that after the disintegration of the Soviet Union, American hubris led to two fundamental errors on its treatment and attitudes toward Russia which tore up the relationship between Russia and the West.
美国犯下的第一个严重错误,是以现存唯一的超级大国自居,如此自大导致了后来的伊拉克战争和出兵阿富汗等等。第二个错误,是美国把俄罗斯当作战败国来对待,忽略了俄罗斯的利益和安全需求。如今俄罗斯突然展开军事行动,全盘推翻了其1991年来和西方构建的关系。
America’s first mistake was that it believed itself to be the sole superpower, which led to the Iraq war, the occupation of Afghanistan and so on. The second mistake was how it treated Russia as a defeated nation, while it could have had a different kind of relationship. The result is that now suddenly Russia’s done something which in effect, tears up the relationship since 1991.

Jacques thinks the world is moving in to a very uncertain era, caused by the breakdown of American hegemony. Unpredictable countries and strong-men leaders might do things on the gamble that America will and can no longer react the way it used to.

On trans-Atlantic relationship, Jacques thinks the current moment marks a closing of the ranks between the U.S. and Europe ever since the end of the Cold War. The U.S. invasion of Iraq the election of Donald Trump had driven a wedge between Europe and the U.S., but Putin's action has reunified the West.
