《北京中轴线保护管理规划（2022年—2035年）》近日正式公布实施，将中轴线保护区域合理划定为遗产区、缓冲区，并首次明确了区域具体范围边界。据介绍，《规划》是北京中轴线申报世界文化遗产的必备材料之一，标志着北京中轴线申遗保护工作迈上新台阶。
A protection plan for Beijing's Central Axis was released on Jan 28 ahead of its application to become a UNESCO (United Nations Educational, Scientific and Cultural Organization) World Heritage Site. The plan, from 2022 to 2035, for the first time specified the heritage zone and buffer zone of the conservation area. A local official with the office for cultural heritage application and protection said that the plan is necessary for Beijing's application for its Central Axis to be included in the UNESCO World Heritage Site list. The official also remarked that the plan marks a new step in the conservation work.

针对北京中轴线遗产内涵多元、载体多样、空间多点的特点，《规划》统筹考虑遗产及其周边环境，将保护区域合理划定为遗产区、缓冲区，并首次明确了区域具体范围边界。全长7.8公里的北京中轴线北端为钟鼓楼，向南经过万宁桥、景山、故宫、端门、天安门、外金水桥、天安门广场及建筑群、正阳门、中轴线南段道路遗存，至南端永定门；太庙和社稷坛、天坛和先农坛东西对称布局于两侧。依据《规划》，这承载遗产价值的15处构成要素，以及构成要素之间必要的连接区域，即为总面积约5.9平方公里的遗产区。缓冲区覆盖面则更广，包含遗产区周边且与北京中轴线形成和发展联系紧密的区域，总面积约45.4平方公里。
《规划》提出建立健全职责清晰、运行顺畅的遗产保护管理体系，形成国家、市、区三级的管理架构，以更好地协调促进遗产保护与城市建设的衔接。同时，还对产权主体、本地居民、外来游客、专家学者及社会大众，分别制定鼓励与支持策略，提升全社会共同参与遗产保护效能，实现对遗产长期、有效保护与管理。
