第一个背锅的是一家公众不知名的企业，美林数据。之前传闻美林数据的程序员因为没有健康码进不去公司，所以无法维护系统，一度成为行业内的段子。
美林可不是一家野鸡公司。美林2020年的营业额高达2.2亿，其中来自国家电网的订单就接近8千万，前5大客户还有中国航发集团及其下属公司、兵器工业集团及其下属公司、航空工业集团及其下属公司。
因为美林做的都是牵涉国家命脉行业的大项目，甚至还有军工项目，全年营收全靠几个国企大客户，其他行业客户很少，所以公众知晓度很低。美林不是野鸡公司，而是一家有关系有门路有实力的公司。
因为美林总部在西安，大部分员工也在西安，估计不少员工因为这个被骂惨了。之后疑似美林副总裁刘强在朋友圈连发声明甩锅，说我们只是做了算法，这不是我们的锅。
美林数据在线甩锅，锅甩给了谁？甩给了东软和电信。

相关网络资料显示，西安市个人电子识别码（即西安“一码通”）由西安市大数据资源管理局牵头，中国电信西安分公司开发部署，于2020年2月25日在西安全市范围内推广使用。另据红星新闻消息：西安市大数据资源管理局官网显示，参与西安“一码通”安全工作的还有启明、安恒、思安、东软、阿里等多家公司。
中国电信阳光采购网上，中国电信西安分公司曾对外公示了一份名为“疫情联控平台一码通项目单一来源采购”的文件。该文件内容显示，该公司向单一来源采购供应商西安东软系统集成有限公司采购1套疫情联控平台一码通系统开发。
在2020年12月，中国电信西安分公司西安“一码通”安全平台项目单一来源的采购公示，公示显示，此次单一来源采购供应商为杭州安恒信息技术股份有限公司，原因系用户指定。而采购的内容包含大数据智能分析平台、综合型流量探针、数据库审计与风险控制软件、运维审计（堡垒机）软件 、Web应用防火墙软件、网页防篡改软件、EDR主机加固软件。
从以上资料可以看出，电信应该是西安健康码的总包供应商，东软是核心供应商之一，杭州安恒是安全平台的核心供应商，美林也是重要参与方之一。
至于红星新闻提及还参与西安一码通的IT厂商启明星辰、思安、阿里在其中的角色尚不清楚。
