水灾英语英译英阅读：The President urges all-out effort
做“英语阅读”有一个先决条件：先不管你“懂不懂”所读的英语，你一口气有声“朗读”这段英语已经不成问题，也就也就是你已经过了“朗读发音关”。如果连这个起码的要求都做不到，还需要在发音上下功夫，需要“老师”帮忙，那么，我们的建议是：暂时还不适合做所谓的篇章“英语阅读”。“读”也只是浪费时间，是英译汉式“中文阅读”。
“英语阅读”本质上就是语言三要素“音形义”的训练。“音”必须是“英语的”，“形”必须是“能读就能写”，“义”必须也是“英语的”。
有的学生英语“音”不过关，于是就用中文“音”来“代替”，也就是长年中文发音的英译汉式“伪”英语阅读。这就是“哑巴英语”出现的原因：中文“是懂了”，英语不说“义”不懂，连“音”都是问题。
有了这些“清醒”的认识，我们下面可以开始真正的“英语阅读”了：“义”必须是英语的！

The President urged more effective flood response measures and all-out efforts to protect people's lives and assets as China upgraded its national emergency response for flood control to level II, the second-highest in the country's four-tier response system.
In an instruction released on Sunday, he pointed out that waters in the Yangtze River and the Huaihe River, as well as the Dongting Lake, Poyang Lake and Taihu Lake, had exceeded warning levels, and the flood control situation is grim.
He said the severe flood disaster in Chongqing municipality and Jiangxi, Anhui, Hubei, Hunan, Jiangsu and Zhejiang provinces has caused casualties and losses of assets.

如果不准你把He urges all-out effort to do something翻译成中文来“理解”与“阅读”，你见到英语urge all-out effort to do“说成”，或“替换”成什么英语？
口语：He urges all-out effort to protect people means He calls for all-out effort to protect people.
能把urge all-out effort to do替换成call for all-out effort to do就是“英语阅读”，否则就不是。我们要“练”的英语阅读就是这样的英语阅读。
1.He urged more help from the public means He called for more help from the public.
2.He called for understanding for his mistake means He urged more understanding for his mistake.

1. urges all-out effort means urges comprehensive effort to do something.
2.All-out effort means as much as effort as possible,as much as one can do.

所谓的英语阅读就是给自己一个“说”英语，“用”英语的机会，否则总是“说”中文(英译汉)，英语“读”得再多还是会变成“哑巴英语”的。

“说”英语head of a state当然比“说”中文“主席”难度大，于是，我们干脆“说”中文算了。这就是我们的“英语阅读”变成“中文阅读”的真相。

Assets不是“说”中文，是“说”英语：Our homes,our houses,our cars,our motorbikes.These are our assests.
这就是我们训练“正宗”英语阅读缓慢而漫长过程，绝对不是“用”中文“脱口而出”的。能练就“见英语说英语”能力，还有什么诸如口语，实用地道的英语，写作等等英语困难不能克服？
