Can't afford to do sth，afford意思是负担得起，买得起，承担得起（后果）
同时这个短语在《疑犯追踪》中也出现过，参议员和坏人聊天时用到过，原文是这样的

04.fly off the rails
fly off the rails， rail有栏杆，轨道的意思，fly off the rails 就是偏离轨道。
还有类似的表达：go off the rails
