步骤一,先看全文首句

Canada’s premiers(the leaders of provincial governments),if they have any breath left after complaining about Ottawa at their late July annual meeting,might spare a moment to do something,together,to reduce health-care costs.

分析:很不幸,这一句就是一段啊,因此要抓主干、略读。

先找关键词: premiers、governments、if they...、complaining、reduce health-care costs.

通过这几个词我们大概可以推段出本文大概讲的是:关于人民对政府医疗成本政策的问题。

来看下整句翻译确认下:

在七月下旬的年会上,加拿大各省的省长们(省政府的领导者)在对渥太华大发牢骚后果他们还有力气的话,不妨抽出时间一起去做些实事,以降低医疗保健的支出。

从译文中我们可以发现本文要讲的就是医疗保健成本的话题,因此我们要注意不要浪费时间精力去翻译和主旨不相关的部分。

文章主旨出来后,我们就要知道下面的内容都是围绕这些内容进行的。

步骤二;看41题前面一句

They’re all groaning about soaring health budgets,the fastest-growing component of which are pharmaceutical costs.

关键词:the fastest-growing component of which....costs.最快增长的部分是...的花费。

分析:这是个陈述句,我们再看41题的后一句是What to do意思是做什么;怎么办;怎麽办。说明刚才的陈述句是一个问题或是麻烦,需要解决。

那么现在我们可以开始看选项,看看哪项适合接在这个“花费问题”的后面。

步骤三:看选项,对应分析。

注意一定要要抓主干读、略读,找线索。

A项

Quebec’s resistance to a national agency is provincialist ideology.One of the first advocates for a national list was a researcher at Laval University.Quebec’s Drug Insurance Fund has seen its costs skyrocket with annual increases from 14.3 per cent to 26.8per cent!

分析:记住先读第一句,因为每段基本只讲一个内容,而A项第一句中并没有提出和上文所抛出问题的相关内容。因此可以不管A项。注意即使不能很确定也不用在一个选项上逗留太多时间,可以看完所有的选项后再说。

B项

Or they could read Mr.Kirby’s report:”The substantial buying power of such an agency would strengthen the public prescription-drug insurance plans to negotiate the lowest possible purchase prices from drug companies”.

分析:开头出现“or”也就是前面要提出一种选项,它们要是并列关系。因此B项不合适

C项

What does “national”mean? Roy Romanow and Senator Michaet Kirby recommended a federal-provincial body much like the recently created National Health Council.

分析:“国家”是什么意思?”很明显,这句的上文一定要提到“national”可41题上文更多是指costs.因此C项也不对。

D项

The problem is simple and stark:health-care costs have been,are,and will continue to increase faster than government revenues.

分析:“问题是...”这个开头明显是要上文要有某个方案,才能针对方案指出问题。而41题上文是抛出问题,因此D项不对。

E项

According to the Canadian Institute for Health Information, prescription drug costs have risen since 1997 at twice the rate of overall health-care spending. Part of the increase comes from drugs being used to replace other kinds of treatments. Part of it arises from new drugs costing more than older kinds. Part of it is higher prices.

分析:“According to..”根据...,其实就是找论据,来支持前面的观点,这样才能引起下文的“What to do”因此单从开头是能把上下文联系起来。接下来再看看内容是否能匹配,同样不能精读,抓关键词,读大意。可以发现在这一段中出现了Canadian Institute对应了文章首句,Health Information也符合上文提出问题的内容,再看到drug costs、have risen、increase、higher prices.从这些关键词都可以判读出E项的主旨和41题是完全吻合。

F项

So,if the provinces want to run the health-care show,they should prove they can run it,starting with an interprovincial health list that would end duplication, save administrative costs,prevent one province from being played off against another,and bargain for better drug prices.

分析:用“so”做开头,说明这是一个“因果关系”上面要因为某些原因,才会有这一段。这样看也符合,但41题下一句是“What to do”,这就不符合段落顺序了,所以F项不对。

G项

Of course, the pharmaceutical companies will scream. They like divided buyers; they can lobby better that way.They can use the threat of removing jobs from one province to another.They can hope that,if one province includes a drug on its list,the pressure will cause others to include it on theirs. They wouldn’t like a national agency,but self-interest would lead them to deal with it.

分析:看第一句的“the pharmaceutical companies”这是主语,后面反复出现的“they”都指它,并且没有提到成本、价格、增长等关键词,因此内容与41题不符。

用同样方法去解其它题吧

42题

先看42题上一段的最后一句:

Instead of each province having its own list of approved drugs,bureaucracy,procedures and limited bargaining power,all would pool resources,work with Ottawa,and create a national institution.

再看42题下一段首句:

But”national” doesn’t have to mean that.

很明显关键要记住“national”带着它来理解每个选项。

A项第一句,讲到Quebec’s resistance完全没关系,不对。

B项第一句,同41题思路一样,不对。

C项第一句,对上了,同样有提到national,再者后面提到有两个人提出了“recommended”后面的内容就是对national含义的解释,这样上下文就完全接上。

43题

同样看它上一段最后一句:

Basic economics suggests the greater the potential consumers,the higher the likelihood of a better price.

分析:出现了一个suggests,接下来一个个看选项,

A、D项内容不符合,

B项衔接不上,

F项不论从关键词还是衔接上都有可能,此时可以把G项一起看完,再来综合判断。

G项也能衔接上,再看关键词“national agency”重复出现在43题下一段首句:

A small step has been taken in the direction of a national agency with the creation of the Canadian Co-ordinating Office for Health Technology Assessment,funded by Ottawa and the provinces.

再来看看内容上,在下段说the pharmaceutical他们怎么怎么样。在G项中会发现大量的出现they,到末句才说they wouldn’t like a national agency,but...。这说明这个suggests对they产生影响,再看43题的上一段的首句:

Rather than,say,Quebec,negotiating on behalf of seven million people,the national agency would negotiate on behalf of 31 million people.

也发现“national agency”因此我们可以断定43题选G项。那么这一题从关键词的3次接连出现也可以得出是G项,因为F项的关键词better drug prices并不能和43题上下文所讲内容有联系。

44题看其上一段最后一句:

That’s one reason why the idea of a national list hasn’t gone anywhere,while drug costs keep rising fast.

根据That’s one reason why...这个句式,F项可以衔接上。再来看关键词drug costs rising fast

和F项的bargain for better drug prices.也能对应上,从这两点来看是剩下几个选项所比不上的,因此44题选F项。

45题上一段最后一句:

出现了they should read...对应了B项的Or they could read...,这两句结构完全一致,这就是一种并列结构。所以选B

总结下

通过解题套路的运用分析,我们可以发现新题型的补全题的文章内容并不用全部读懂,也不用把单词都看明白,重点是要快速理解文章主旨,抓住关键词,找到上下文和各选项中最合理的衔接点,再逐一排除。虽然我们能用最少的线索去找关键词和衔接处去解题,但仍然不能放过每篇真题中的重点词汇和句型,我们将在懒人笔记中把这些重点罗列出来,以放便平时复习。
