Xi, also general secretary of the Communist Party of China Central Committee and chairman of the Central Military Commission, made the remarks in an instruction given on the country's flood control and disaster relief work.

近期，南方多地发生大范围强降雨过程，部分地区暴雨洪涝、地质灾害点多面广、损失严重。应急管理部数据显示，截至6月26日，全国共有26个省（区、市）遭受洪涝灾害，受灾人口1374万人次，死亡失踪81人，紧急转移安置74.4万人次，倒塌房屋1万余间，直接经济损失278亿元。6月28日，国家减灾委、应急管理部针对四川、贵州、湖南近期严重暴雨洪涝等灾害紧急启动国家Ⅳ级救灾应急响应，派出工作组赶赴重灾区实地查看灾情，指导和协助地方做好防汛救灾工作。
我国是世界上自然灾害最为严重的国家之一。党的十八大以来，多次就防灾减灾救灾工作作出重要指示，提出了一系列新理念新思路新战略，为新时代防灾减灾救灾工作指明了方向。关于防灾减灾救灾的重要论述包括：要坚持党的领导，形成各方齐抓共管、协同配合的自然灾害防治格局；坚持以人为本，切实保护人民群众生命财产安全；坚持预防为主，努力把自然灾害风险和损失降至最低；坚持综合减灾，强化防灾减灾救灾的各项保障；夯实基层基础，加强基层防灾减灾救灾能力建设等。

各地区和有关部门要坚持人民至上、生命至上，统筹做好疫情防控和防汛救灾工作，坚决落实责任制，坚持预防预备和应急处突相结合，加强汛情监测，及时排查风险隐患，有力组织抢险救灾。
We need to put people first, and value people's lives most in the combat against floods. Governments and departments should make overall arrangements concerning the current COVID-19 pandemic prevention measures as well as flood control, clearly identify responsibilities and combine prevention work with emergency responses. Efforts should be made to strengthen monitoring over the flood situation, to identify potential risks in a timely manner, and to well organize rescue and relief work.
