Today, 20 November, we celebrate World Children’s Day 2022with as overarching theme “equality and inclusion, for every child”.
在这一天，我们纪念联合国大会于1959年通过的《儿童权利宣言》和1989年通过的《儿童权利公约》，该公约是历史上被最多国家批准的条约之一。
On this day we indeed mark the adoption of the Declaration of the Rights of the Child in 1959 and the Convention on the Rights of the Childin 1989 by the United Nations General Assembly, which has become one of the most ratified treaty in history.

该公约表示儿童是拥有自己权利的个体。18岁之前，是属于儿童的童年，与成年是分开的。这是一个受保护的时期，在此期间，儿童应该能够有尊严地成长、学习、游戏、发展和表达自己的机会。
The Convention explicitly recognizes children as individuals with their own rights. It declares that childhood is separate from adulthood and lasts until eighteen years of age. This is a protected period of time, during which children should be able to grow, learn, play, develop and express themselves with dignity.
《儿童权利公约》规定由一个由18名专家组成的独立委员会监督缔约方对儿童权利的承诺。比利时国际儿童保护组织的负责人Benoit van Keirsbilck是该委员会的一员。
Among others, the Convention foresees the supervision of parties’ commitments regarding the rights of the Child by an independent committee of 18 experts, including Belgian Benoit van Keirsbilck, director of “Defense des Enfants International Belgium”.

比利时于1991年批准了《儿童权利公约》，此后一直致力于在国内和国际舞台上维护和改善儿童的权利。比利时特别强调将儿童当独立的个体看待的重要性，他们应该为自己做出决定。
Belgium ratified the Convention on the Rights of the Child in 1991, and since then has been committed to defending and improving children’s rights both domestically and internationally. Belgium particularly emphasizes the importance of treating children as independent actors, who should be able to make decisions for themselves.
在多边层面上，比利时一直支持联合国儿童基金会的工作。该组织的任务是保护每个儿童的权利，特别是最弱势的儿童。在北京，比利时大使馆也多次与联合国儿童基金会合作，包括在儿童和青少年的心理健康问题上。通过加强与外交界、中国的专家和年轻人的合作驻华比利时大使馆希望能过为联合国儿童基金会的工作做出一点贡献。
On the multilateral level, Belgium has always strongly supported UNICEF, which is the UN organization tasked with protecting the rights of every child, everywhere and especially the most disadvantaged. In Beijing as well, the Belgian Embassy has collaborated with UNICEF on several occasions, including on the issue of children’s and adolescent’s mental health, engaging with the diplomatic community, Chinese experts and the youth.

尽管在世界范围内儿童权利的保护已经取得了一些进展，但仍有太多的儿童在遭受暴力、强迫劳动、贫困和缺乏教育机会等困难。因此，比利时将继续与世界各地的伙伴和国家一起支持儿童权利，并保持全球保护儿童权利的努力的势头。
Although progress has been made worldwide, too many children are still suffering of violence, forced labor, poverty, lack of access to education. It is for that reason that Belgium will continue to engage with partners and countries around the world in order to stand up for children’s rights and maintain the momentum in the global efforts to protect them.
