前两天，知新共学6月翻译群里有译友说，希望我们能讲一讲关于公文翻译的方法。正好我们翻译团队里的小伙伴Linda（CATTI一级通过）长期在外事办工作，之前也服务过我们的政府客户，积累了丰富的公文翻译经验。
今天这篇分享就来自Linda。我们争取做成一个系列，从选词到组句，分享一些公文翻译时的方法与思路。希望对大家有帮助。
今天先聊聊政府公文中经常出现的一个高频词的翻译：“人才”。
人才，指有才干的人。在具体语境中，可以处理为“有才干的人”（people with talent、best/great minds）、“专业人士”（professionals）、“人员”（personnel）、“人力资本”（human capital）等处理。比如：
人才是实现民族振兴、赢得国际竞争主动的战略资源。
People with talent are a strategic resource for China as it endeavors to achieve national rejuvenation and stay ahead in international competition.
这句话中，“人才”即我们普遍理解上的“有才干的人”，故处理为people with talent。
要坚持党管人才原则，聚天下英才而用之，加快建设人才强国。
We must follow the principle of the Party exercising leadership overpersonnel, assemble the best minds across the land and draw fully on their expertise, and step up efforts to make China a talent-strong country.
这句出现了三个“人才”（其中一个为“英才”）。第一个“党管人才”，顾名思义，就是让我们党来管理这样的人才，那么此处“人才”更偏向于“（工作）人员”直译，故取personnel: [公司、组织或军队中的]人员、职员。
第二个“英才”还是延续上一个例句说到“有才干的人”之意，所以处理为the best minds。mind作名词时可以表示在某个专业领域特别优秀杰出的人。第三个“人才强国”的“人才”也是如此，但注意是和“强国”联系在一起，考虑到用词的简洁，故取talent一词。
实行更加积极、更加开放、更加有效的人才政策，以识才的慧眼、爱才的诚意、用才的胆识、容才的雅量、聚才的良方，把党内和党外、国内和国外各方面优秀人才集聚到党和人民的伟大奋斗中来。
We will pursue a more proactive, open, and effective policy on trainingcompetent professionals. We should value people with talent, be good at identifying talent, have the foresight to employ them, be earnest to keepthem, and welcome them into our ranks. This will better enable us to attractbright people from both within and outside the Party and both in China and abroad to join us in pursuing the great endeavor of the Party and the people.
这一段中出现了多个“人才”（包括“才”），我们一个一个来看。
“人才政策”的“人才”其实是省略了“培养”这个动词。那么此处的“人才”与其说是talent，不如说是有能力的专业人士competent professionals.
从“识才”开始，到“聚才”，这些“才”都用talent表示，只不过后面多次出现，为避免重复，就用代词them指代。
再往下的“人才”继续沿用上一个例句中the best minds相似的翻译思路，处理为bright people。
我们拥有世界上数量最多、素质较高的劳动力，有最大规模的科技和专业技能人才队伍，蕴藏着巨大的创新潜能。
We have the largest quality workforce as well as the largest pool of scientists, engineers, and professionals in the world, and their potential for innovation is truly tremendous.
这里的“人才”是和“专业技能”放在一起的，处理起来比较简单，翻译为“专业人士”professionals.
要坚持以改革开放为动力、以人力人才资源为支撑，加快创新发展。
We must continue to draw strength from reform and opening up, fully tap the potential of human resources and human capital, and move more quickly to pursue innovation-driven development.
此处的“人才”和上一个例句一样，也不是单独出现，而是和“人力资源”放在一起。前者“人力”侧重“人”，后者“人才”就更侧重他们的能力、技能、知识、经验等，故取“人力资本”的含义human capital: the abilities and skills of any individual, esp those acquired through investment in education and training, that enhance potential income earning。
本篇总结
“人才”一词的译法要结合具体的语境。
如果上下文没有明确指向，那么首先考虑处理为people with talent；
如果语境中有类似“组织机构培养、管理下的人才”之意，则可以考虑处理为“人员”personnel；
如果侧重“具有专业技能的人才”，则考虑处理为professionals；
如果与“人力资源”等放在一起，同时包含了“人”与“才”的含义，则可考虑处理为“人才资本”human capital；
其他时候，the finest/best/great minds, talent, bright people等表示“优秀的有能力的人”的词，都可以储备着用于替换，丰富语言表达。
当然，译无定法，上述总结仍不足以涵盖所有“人才”相关的翻译，仅供参考，具体的还是要根据语境具体分析确定。
