3月30日，中共中央、国家主席、中央军委主席来到浙江省安吉县余村考察。说，这里的山水保护好，继续发展就有得天独厚的优势，经济发展不能以破坏生态环境为代价。President Xi Jinping visited Yucun, a village in Anji county of Zhejiang province on Monday. Xi, who is also general secretary of the Communist Party of China Central Committee and chairman of the Central Military Commission, said protecting the mountains and waters well will provide special advantages for the further development of the village, adding that the economy should not be developed at the cost of destroying the environment.

2005年8月15日，来到余村调研民主法治村建设。在村里的小会议室，时任村党支部书记的鲍新民汇报说，余村通过民主决策，关停了污染环境的矿山。现在开始搞生态旅游，打算让村民借景生财。说：“一定不要再想着走老路，还这样迷恋着过去的那种发展模式。所以，刚才你们讲了，下决心停掉一些矿山，这个都是高明之举。绿水青山就是金山银山。我们过去讲既要绿水青山，又要金山银山，实际上绿水青山就是金山银山。”这是首次提出“绿水青山就是金山银山”生态环保理念，即“两山”理论。此后在国内外多个场合，多次论述生态保护与经济发展的关系，提到这一理念。
“两山”理论包含着“既要绿水青山，也要金山银山”、“绿水青山和金山银山绝不是对立的”和“绿水青山就是金山银山”三个层次，从不同角度诠释了经济发展与环境保护之间的辩证统一关系，回答了什么是生态文明、怎样建设生态文明等一系列重大理论和实践问题，贯穿着唯物辩证法的哲学思想，为建设美丽中国提供了科学指南。
