义务教育阶段，学校不得组织任何形式的招生、分班考试，严禁划分重点班、实验班。
课后服务分两个阶段进行，第一阶段的体育锻炼要保障每日一小时，第二阶段的课业辅导和综合素质拓展，结束时间原则上不早于17：30。初中校工作日可开设晚自习。
大比例促进干部教师轮岗交流。

小学书面作业不出校门，初中疑难作业不带回家。
全市各学校通过校园网进行作业完成情况日报公示，公示作业完成时间情况和作业内容构成等。
明确线下培训机构培训结束不得晚于20：30，线上培训结束不得晚于21：00。
广州
鼓励每周一天“无作业日”，节假日也要控制作业量。
规定小学一年级每学年统一考试不超过1次，二年级每学年统一考试不超过2次，小学其他年级和初中每学期统一考试不超过2次。成绩呈现实行等级评价，严禁公布成绩和排名。
